Generally, if you are under 5' 5" tall, you are probably a petite size.  Regular sizes are too long for you, especially noticable in the sleeve length.  Any dress with a waistline bunches up on your torso.  Pants and even skirts are too long.  Shortening sleeves and waist length (done above the waistline and below the bustline) by about 1" should correct the upper fit of a normal pattern for you.
