Ties as "fringe"

Narrow strips of ties make a fun, floaty "fringe" over a solid underskirt.  Use a serger to finish the raw edges of 1" - 1 1/2" wide strips of necktie (cut as long as you want).  For even more fun, use a decorative thread in the loopers, such as "Wooly Nylon" or something with some sparkle.  You'll have to experiment with tensions and feed to get the look you want.
